Disrupting Norms and Conventional Wisdom

The status of women in politics is changing. Women have been a force to be reckoned with in society for far longer than we have had the right to vote, working to elect people to offices ranging from the U.S. Senate to the local school board.  But we routinely find ourselves alone (or far outnumbered by men) even when discussing issues that disproportionately affect our lives.  Having women advisors shifts the strategic focus and the way decisions are made. 

We’ve found time and again that some of our best work emerges when we have the chance to collaborate with other women in the industry – especially women of color.  We are more likely to have open discussions and challenge assumptions, which helps us make better recommendations to our clients and tell more authentic stories to voters. It is our experience that women are more open to trying new tactics to win elections as opposed to the same old things we have done time after time after time. Win or lose.  

We picked the name Shatter not only because it represents the glass ceiling we have each cracked in our own way, but also to emphasize our focus on shattering the norms and conventional wisdom that have prevented political campaigns from effectively and authentically reaching women voters. We brought our collective talents together to offer clients a perspective that is aligned with 50.8% of the population, and to help women and minorities gain seats in legislatures and government executive suites across the board.

Courtni Pugh has spent her career focusing on electoral, policy, and issue-based campaigns and projects in California and nationwide. Her experience includes serving as California State Director for Kamala Harris for President; Senior Political Advisor for CA Senate President Pro Tem Kevin de Leon (including during his 2018 US Senate campaign); and California Deputy State Director for Hillary Clinton 2016. Courtni has also worked in the presidential campaigns of John Edwards (2004), Kerry-Edwards (2004), and Gore-Lieberman (2000).

Throughout her career, Courtni has been recognized for her leadership with Labor, including as Executive Director of SEIU Local 99; Executive Director of SEIU CA; Western Regional Political Director for SEIU International; and Political Director for the Los Angeles County Federation of Labor, where she was the first woman and the first Asian-American to serve in all of these roles.

Courtni has also been involved in numerous ballot measure campaigns, helping to build some of the largest statewide coalitions surrounding today’s issues at the ballot box. Courtni is nationally known for her experience in targeting voters in-language in a culturally competent manner with proven results.

Courtni’s leadership has earned her consistent recognition as a key player in California’s political landscape and has been recognized in California’s Capitol Weekly’s Top 100 Influencers in California. She currently resides in Long Beach, CA and is passionate about her rescue dogs, especially Peter the Chihuahua.  

Emily Passini has nearly two decades of experience in campaign management, coalition building, and grassroots advocacy, Emily has an impressive track record of winning tough fights. She served as the Chief of Staff to Nashville Mayor David Briley leading efforts to establish a $15/hour minimum wage for all Metro employees; investing an historic $750 million in affordable housing; and bringing 10,000 new jobs to the city. As the Tennessee House Democratic Caucus Director in 2006, Emily held House Democrats in the majority without losing a single seat. It was the first time in a decade that Democrats did not suffer a net loss.

Named a “2016 Top 40 Under 40” by the American Association of Political Consultants, Emily has worked on campaigns in more than 30 states. She has served as a regional Political Director of the Democratic Legislative Campaign Committee (DLCC) where she oversaw the strategic and spending decisions in 13 states across the country. Additionally, Emily was the Special Assistant to the Commissioner of Mental Health and Developmental Disabilities in Governor Phil Bredesen’s administration. 

A native of Little Rock, Arkansas, Emily holds a bachelor’s degree In Urban Studies from Rhodes College, and a master’s degree in Urban Anthropology from the University of Memphis. A member of the organizing committee that launched Emerge Tennessee - the 17th state affiliate of Emerge America, Emily served as the Founding Board Chair. She was 2018 recipient of the Nashville Athena Young Professional Leadership Award. Emily lives in Nashville, Tennessee.

Cyreena Boston Ashby first began public service at the age of ten, when she knocked on doors to find residential solutions for affordable housing. In 2008 Cyreena ran for Oregon’s House of Representatives in a three-way race, garnering the endorsements of local media, community-based groups, and EMILY’s List. She was 27 years old, and the only woman and person of color in the race.

Cyreena has also worked on such issues as racial equity, marriage and LGBTQ equity, affordable housing, public education, and workers’ rights. She has created several Black, Indigenous, and People of Color political initiatives, and government equity programs. Cyreena worked for the Democratic National Committee, the Barack Obama Campaign for Change, United States Senator Jeff Merkley, Oregon Governor John Kitzhaber, and was the first Director of an African American Leadership Forum. Cyreena lead the Oregon Public Health Institute as its Chief Executive Officer.

Having charted organizations and served on over two dozen boards of directors and government commissions Cyreena is currently a trustee of a foundation which funds C4 initiatives and civic health, and she currently serves on two other boards of organizations related to youth mental health and Medicaid services. Cyreena is a proud alumna of Spelman College where she earned a BA in American History, with an emphasis on Race, Class, & Gender and International Affairs. In 2018-2019 Cyreena was an International Women’s Forum (IWF) Foundation Fellow, and through her fellowship earned Executive Education Certificates from Harvard Business School and European Institute of Business Administration/INSEAD. Cyreena resides in Portland, Oregon and enjoys spending time with her two lovely, young daughters Ava and Emerson.

As the daughter of a former local elected official, Jessie spent her early childhood in front of voters, going to parades, putting up yard signs, and attending local Democratic Club meetings.  It wasn’t until after college on her first race when she was working for Senator Jean Carnahan that she realized she had been knocking on doors her entire life.  

Jessie has worked on races across the country and up and down the ballot.  From Alaska to Florida and several cities and states in between.  Her political experience is at all levels of electoral politics and advocacy.  Primary and general election presidential staff.  Mayor’s races in some of our largest cities.  In addition to statewide, congressional, and senate races, Jessie has also been involved in multi-state and local advocacy campaigns.  With close to 20 years in politics – not including the childhood years – the list goes on and on. 

Jessie is a graduate of the University of Missouri and lives in Washington, DC.

Maria cut her teeth grassroots organizing in the reddest of states winning seats in legislative chambers, electing mayors and city council members, winning targeted Congressional seats, serving as the Executive Director of two state parties (Idaho and Arizona), and consulting on candidate and issue campaigns up and down the ballot; she’s been on the front lines of national electoral politics for almost two decades.  She is known for developing strategic and targeted advocacy programs, building strong grassroots coalitions and finding creative solutions for challenging campaigns.  Most recently, she ran the campaign designating America’s next national park in northern Maine, and served as the general consultant on Idaho’s winning Medicaid campaign.

Maria has served as a senior strategist on several federal, state, and local campaigns as well as independent expenditures on behalf of progressive candidates.  She has significant experience in successfully coaching candidates, activists and surrogates for interviews, debates and speeches and is an experienced crisis communications manager. Now a few years out from on-the-ground organizing, Maria focuses on using innovative communications and campaign techniques to influence decision makers and building data-driven, highly focused, disciplined campaigns.

Maria was raised (and still lives) in the desert landscape of southern Idaho and when she’s not working, you’ll most likely find her experimenting in the kitchen or traveling with her husband, Jeremy.

Sharon Páez is a political media strategist who brings her years of expertise and knowledge reaching diverse communities to her clients. A fluent-Spanish speaker, Sharon prepares and executes multi-ethnic media plans for electoral and issue advocacy campaigns. She goes beyond paid media services to work with clients to further develop their earned media communications and message strategy to effectively reach diverse communities. She has been involved in state and federal campaigns for nearly 20 years.

Sharon has the experience winning close races where turnout mattered and has the talent to develop messages that make a difference. Her Spanish-language ads are written in Spanish and never translated from English. Being of mixed race, she is culturally sensitive when communicating with diverse groups to ensure that her client’s message is delivered with respect and sincerity. She takes this very seriously while making sure her client’s goals are met.

She has written and produced radio, television, print, and digital advertising for federal, statewide, state legislative, and local campaigns reaching African Americans, Latinos, Chinese, Vietnamese, Korean, Filipino and South Asian communities. Additionally, Sharon has played key political and communications roles on high-level campaigns in Latin America through her work at the National Democratic Institute for International Affairs and as an in-country representative for Greenberg Quinlan Research in Bolivia, Mexico and Nicaragua.

Dayna began her career in political fundraising, working for numerous high profile local, state, and federal campaigns including: King County Executive Dow Constantine; Governor Chris Gregoire; Congress members Jay Inslee and Suzan DelBene; and U.S. Senator Patty Murray.

When the senior member of the House Ways and Means Committee, Congressman Jim McDermott, was faced with redistricting and his first primary challenger in 20 years, he hired Dayna as his Political Director, where she ensured he won the next two cycles with over 60% of the vote. Most recently, Dayna orchestrated press conferences, roundtables, field hearings and town halls while on the staff of U.S. Senator Maria Cantwell. She also acted as a liaison between the Senator and her constituents and represented the Senator throughout King County.  Dayna’s experience on both the campaign and policy side of members of Congress gives her a unique perspective on issues that matter to Pacific Northwesterners.

Dayna has also worked on political initiatives and other issues close to heart in her beloved home state of Washington, including a successful stint as campaign manager for the Schools First! Seattle Public School levy campaign.

As a PhD candidate at CUNY’s Graduate Center, Laura Tamman has a unique combination of campaign experience and academic training that enables her to understand and operationalize current research in a way few consultants can.

With nearly two decades of experience in national, state and local politics, Laura is a veteran political strategist. She has worked on extensive mail programs for a diverse group of clients including Vermont Senator Patrick Leahy, Missouri Attorney General Chris Koster, NEA, and NextGen.  Laura led the development and execution of direct mail programs for Knickerbocker SKD. She managed the firm’s engagements with high-profile clients such as Bloomberg for Mayor and Obama for America.

Laura holds a bachelor’s degree in political science from the University of Georgia and a master’s degree in politics, philosophy, and economics from Oxford University in England.

Rachel got her political start on the 2008 Obama campaign.  She began as a volunteer in South Carolina in 2007 and worked her way through 7 states in jobs ranging from field organizer to regional field director before finishing the campaign as a deputy outreach director for Ohio in the General Election.

After the 2008 election, Rachel returned to Washington and joined a prominent political fundraising firm.  For three years, Rachel worked on national fundraising for an array of federal and state candidates, including United States Senators Frank Lautenberg and Ben Cardin.  In the 2012 cycle, Rachel worked as a fundraiser, and then as Campaign Manager, for Missouri Attorney General Chris Koster’s very successful re-election campaign.  General Koster won his race by over 15%, and in the process broke the record for amounts raised by a non-gubernatorial statewide candidate in Missouri.

Since leaving Missouri, Rachel has continued to consult on campaigns, helping to provide guidance on fundraising, compliance and field. When not working to get progressives elected, Rachel works on a variety of grasstops projects; everything from helping to save the American Alligator to garnering attention about important Supreme Court decisions and their practical implications.

We all know that the extent of involvement campaigns get from a lot of General Consultants is a weekly conference call where they pontificate about what everyone else should be doing. Not with Shatter.  
With Shatter, we will work with you to fill in whatever holes or support the campaign needs – assist in hire staff; create and monitor the budget; work with your communications team on strategy; work with the campaign manager on special projects; etc.

If necessary, Shatter can direct the implementation of an effective and efficient finance infrastructure including identifying, recruiting and training for staff positions; implementing systems and structures using best practices; and advising and training support staff on finance responsibilities.
